The Pennsylvania Department of Environmental Protection (PADEP) issued a Municipal Separate Storm Sewer Systems (MS4) permit to the Pennsylvania Turnpike Commission (PTC) in 2006. The MS4 permit includes specific requirements and recently reduction of stormwater pollutants has been emphasized by PADEP in our current permit renewal negotiations. One new permit requirement is for the PTC to complete an educational outreach program for our current and future construction contractors to become familiar with the guidelines and expectations. We recognize our business partners as an extension of our employees, one team working towards the common goal of successful project delivery.
As part of our team, the PTC expects our contractors to perform work in accordance with the contract documents which in turn comply with our MS4 permit Minimum Control Measures (MCMs) and its associated Best Management Practices (BMPs). These are not new obligations, but rather a refocusing on requirements that are already contained in our construction contracts.
As a prime contractor, you are ultimately responsible for all aspects of the contract work; but we also recognize that a sub-contractor may be implementing and maintaining construction site runoff control. Your sub-contractor(s) are strongly encouraged to perform this training as well.
It is the intent of the PTC to educate our staff and our business partners on our expectations to promote a collaborative effort towards the MS4 permit requirements; however, without the cooperation of our business partners that goal would remain unattainable.
